If you can't find your ATV you can always reset its position when choosing your save file and then pressing 'reset'. This does also reset the fuel of the ATV

If it's raining, satilites are malfunctioning, or satilities aren't calibrated then it is intended

You can grab it like any other object with E and move it with the mouse
If it's completely stuck you can reset it's location by pressing 'reset' in the saves menu

It's modulo of the abs value, meaning that |-2|=2 (mod 10)
